Plivo charges $0.00374 per WhatsApp utility, authentication or service message to a US number and $0.0275 per marketing message. That is Meta's own US fee plus about 10%, which makes Plivo's per-message rate lower than Twilio's $0.0084 all in.
WhatsApp is not on Plivo's pay as you go tier, though. Access goes through sales with a $1,000 a month minimum commitment in the US data region. A business needs roughly 267,000 utility messages a month before its WhatsApp usage alone covers that floor, so below that volume the real price is $1,000 a month, not $0.00374 a message.

A thin, honest markup
Ten percent over Meta is modest. Twilio's $0.005 fee on the same $0.0034 message is a 147% markup. On rate alone, Plivo is one of the cheaper ways to reach Meta's platform.
A $1,000 floor on every month
The commitment is a minimum bill, not a setup fee. Your usage counts toward it, and in any month it comes in under $1,000 you pay the $1,000 anyway.
Spend is pooled across products
The $1,000 counts voice, SMS and WhatsApp together. A team already spending $1,000 a month on Plivo calls adds WhatsApp at $0.00374 a message with no extra floor.
How the Plivo WhatsApp minimum commitment works
Plivo's WhatsApp prerequisites page is explicit: WhatsApp is not enabled by default, access is provisioned through the sales team, and it requires a Minimum Monthly Commitment of $1,000 a month in the US data region (₹1,00,000 in India). The general pricing page says the same thing in its own words, listing SMS, WhatsApp and Verify as Enterprise plan only, from $1,000 a month.
The commitment is spend across all Plivo products and excludes pass-through fees such as carrier surcharges. Standard per-message charges still apply, and if usage for the month comes in under $1,000, the $1,000 is what you are billed.
One open question for a buyer: Plivo quotes WhatsApp as a single price per message and does not say whether the Meta part of that price counts as a pass-through fee. If it does not count, only about $0.00034 of each message fills the commitment and the floor is much harder to clear. Ask for this in writing before you sign.
The three volumes that decide it

- 206,177 messages. Below this, a $299 campaign plan plus Meta's $0.0034 costs less than Plivo.

Read the table honestly and it splits three ways. Under about 60,000 messages a month, Twilio's pay as you go is the cheapest bill of the three if you are ready to build on an API yourself. From there to about 206,000, a campaign tool with Meta's fee at cost wins, and you skip the engineering. Past roughly 206,000 messages a month, Plivo's low rate is the cheapest line on the table as long as your team is set up to integrate an API and sign an enterprise agreement. How much does Plivo WhatsApp cost?
For US recipients, Plivo lists $0.00374 per utility, authentication and service message and $0.0275 per marketing message. WhatsApp is only available with a minimum monthly commitment of $1,000 in the US data region, so the smallest possible Plivo bill for a business that uses WhatsApp is $1,000 a month.
Does Plivo have a minimum monthly commitment for WhatsApp?

Does Plivo charge for WhatsApp calls?
Yes. Plivo's WhatsApp call pricing for the US is $0.0040 a minute for inbound calls and $0.0160 a minute for outbound calls. Local numbers are $0.50 a month and toll-free numbers $1.00 a month. Call recording, conferencing and answering machine detection are listed at no charge.
Can I send WhatsApp marketing messages to US numbers with Plivo?
Plivo's US table lists a marketing rate of $0.0275, but Meta paused delivery of marketing templates to US (+1) phone numbers in April 2025, so no provider can deliver them to US recipients today. Will Plivo charge for WhatsApp service messages after October 1, 2026?
Yes. Plivo's pricing page says service messages are free through September 30, 2026, and from October 1, 2026 the first 1,000 service messages each month are free and the rest are charged at $0.00374 for US recipients, the same rate as utility messages.
