Infobip Pricing: WhatsApp and SMS Costs, and Infobip vs Twilio Compared
Infobip does publish a calculator, whatever the comparison blogs tell you. What it does not publish is the number that decides your bill: the monthly minimum charged per active sender, in euros, before you send anything.
Every figure on this page is quoted from Infobip's own published pricing pages or Meta's developer documentation, both checked September 6, 2026.
Infobip commitment calculator
No sign inLower provider cost at this volume
Twilio
The floor stops dominating at about 26,910 messages a month.
The 115 and 175 euro figures are the minimum commitment Infobip publishes on its Viber pricing. Infobip does not publish a WhatsApp equivalent, so treat this as the shape of an Infobip contract and replace the floor with whatever sales quotes you. Meta's own per message fee sits on top of both columns and is left out so the provider comparison stays honest.
How much does Infobip cost?
Infobip has no plan price. It sells committed volume, quoted per customer, and the closest thing to a public number is the minimum monthly commitment it documents on Viber: 115 euros per active sender for most destinations, about 135 dollars, and 175 euros, about 205 dollars, for a named list of countries. That is a floor, not a price. It is charged per sender rather than per account, and it is charged whether you send anything or not.
For a US business the practical consequence is arithmetic. A 135 dollar floor spread over 5,000 messages a month works out at 2.69 cents a message before the message itself costs anything, which is more than five times Twilio's 0.005 dollar handling fee. You need roughly 27,000 messages a month before that floor stops being the biggest line on the invoice. Infobip is priced for companies well past that point, and the pricing page is honest about who it is aimed at even when the comparison blogs are not.
What Infobip actually publishes, and what it does not
Nearly every article comparing Infobip opens by saying the company publishes no pricing at all. That is not true, and repeating it costs you the one self serve number you can get without a sales call. Infobip runs live calculators on its pricing page for SMS, Email, Viber, WhatsApp and Voice, each with a destination country selector and a euro or dollar toggle. Here is what is behind each door.
| What you want to know | Published? | What you get |
|---|---|---|
| Per message estimate, by country | Yes | A calculator per channel, with a country picker and an EUR or USD toggle |
| Platform or subscription fee | No | Described as a monthly subscription for the wider hub, price not shown |
| Minimum monthly commitment | Viber only | €115 per active sender, €175 for a named country list. No WhatsApp equivalent published |
| Price of a number or sender | No | Alphanumeric, long number, short code, 10DLC and toll free are all marked contact us |
| Markup on Meta's WhatsApp fees | No | The estimate is blended, so Meta's fee and Infobip's share are not separated |
| Volume discount thresholds | No | Discounts are referenced as applicable but no tiers are shown |
Infobip attaches its own warning to the calculator output: the estimate is based on the average price of a channel in the selected country, and the exact price per message may vary by destination country, network and applicable discounts. On large campaigns it notes that multiple networks may be used depending on speed and availability. Treat the calculator as a range finder, not a quote.
The minimum commitment is the number that decides your bill
Buried in the Viber section of Infobip's pricing page is the clearest statement the company makes about how it charges. A minimum commitment fee applies of 175 euros per active sender or service ID for traffic to Belarus, Bulgaria, Greece, Hungary, Iraq, Moldova, Russia or Ukraine, roughly 205 dollars, and 115 euros per active sender for all other destinations, roughly 135 dollars. Where the fees differ between destinations, Infobip states that the highest applicable fee is charged as the minimum monthly commitment.
Three details in that sentence matter more than the number itself. It is per active sender, so a business running separate senders for support, marketing and order alerts multiplies the floor rather than sharing it. It is the highest applicable fee across your destinations, so a single campaign into one country on the restricted list lifts the floor for everything. And it is denominated in euros, with Infobip noting that the final dollar amount may vary depending on the exchange rate applied on the billing date, so a US buyer signs a contract whose dollar cost is not fixed. That last point is the same trap that makes 360dialog's euro denominated per number pricing hard to compare against a dollar priced competitor.
Be careful with this figure
Infobip publishes this commitment for Viber. It does not publish a WhatsApp equivalent, and we are not going to invent one. What the Viber fee tells you is the shape of an Infobip agreement: a per sender monthly floor in euros, applied at the highest applicable rate. When you take a WhatsApp quote, ask for the floor in writing, ask whether it is per sender or per account, and ask which currency the invoice is issued in.
How Infobip bills WhatsApp messages
Infobip bills WhatsApp per message and splits it into separate rate categories. The split matters because a blended cost per message will not predict your invoice: the same campaign costs different amounts depending on which category Meta assigns and which API it went out through.
| Category | What it covers, in Infobip's words | Why it changes your bill |
|---|---|---|
| Utility | Ongoing transactions, post purchase notifications, billing statement updates | Cheapest paid category in the US, and free inside the service window |
| Authentication | One time passcodes for login, account verification and recovery | Priced separately from utility despite similar delivery |
| Authentication, international | An authentication template sent internationally may take an international rate | Depends on the recipient country and your business's primary location |
| Marketing (Cloud) | Promotions, offers, informational updates, invitations to respond | Anything that is not utility or authentication lands here |
| Marketing (formerly MM Lite) | Meta's MM API, described as its next generation marketing solution | A separate line item, so the API you send through changes the rate |
| Free form | Replies inside the 24 hour window opened by a customer message | The window refreshes each time the customer writes again |
The one that catches people out is Marketing sent through the MM API appearing as its own rate category. Most cost models treat marketing as a single number. If you are budgeting a campaign, confirm which of the two marketing lines your traffic will actually be billed on. Our WhatsApp Business API pricing breakdown covers how Meta's own categories map onto a provider invoice.
One claim on Infobip's own pricing page is out of date
Under the heading describing the perks of WhatsApp Business Platform pricing, Infobip's page states that the first 1,000 service conversations per registered WhatsApp Business Account are free of charge every month. That was true under Meta's old conversation pricing. It stopped being true on November 1, 2024.
Meta's developer documentation, checked on September 6, 2026, says plainly that effective November 1, 2024, service conversations are now free for all businesses. There is no monthly allowance and no 1,000 conversation cap to run out of. If you were sizing a support workload against a free tier of a thousand conversations, you were working from a limit that no longer exists, and you were probably overestimating the cost of inbound support by a wide margin.
The 72 hour free entry point window on the same page is still accurate. Meta confirms that free entry point windows remain open for 72 hours, and that while one is open you can send any type of message to that user at no charge. Conversations started from a click to WhatsApp ad or a Facebook Page call to action button are the usual way that window opens.
What is coming next, and what nobody can price yet
Meta has said it intends to start charging for service messages, and the date most widely reported is October 1, 2026. As of September 6, 2026 the per market rate card for that change is still not published anywhere in Meta's documentation, and Meta's own pricing page carries no mention of the date at all. Any provider quoting you a firm service message rate today is guessing. We track this on our WhatsApp service messages page and update it when Meta publishes.
Infobip vs Twilio, and the other honest options
These providers do not price on the same axis, which is why a ranked list of cheapest providers is useless. One charges per message with no floor, one charges a fixed fee per number, and one negotiates a committed spend. The right answer changes with your volume and with how many senders and countries you run.
| Provider | Published provider fee | Monthly floor | Currency | Best fit |
|---|---|---|---|---|
| Infobip | Blended per message estimate only | €115 per sender on Viber, WhatsApp not published | EUR or USD, rate set on billing date | Enterprises across many channels and countries |
| Twilio | $0.005 per message in or out, $0.001 on failures | None | USD | Developers and anyone with spiky or low volume |
| 360dialog | €49 to €249 per number per month, states no markup on Meta fees | The plan fee itself | EUR | Steady high volume on a small number of numbers |
Meta's per message fee is a pass through billed against your own WhatsApp Business Account and is the same figure behind every provider in this table, so it is deliberately excluded. Twilio's US rates were re verified on September 6, 2026: utility outside the service window and authentication both carry a 0.0034 dollar Meta fee, US marketing templates show no charge because they do not deliver to US numbers, and Twilio's own 0.005 dollar handling fee sits on top. Who Infobip is genuinely right for
Sign with Infobip when
- ✓You send across several channels, not just WhatsApp, and want one contract covering SMS, Viber, email and voice
- ✓Your traffic is international and carrier coverage genuinely decides delivery, which is what the 800 plus direct operator connections buy
- ✓Your volume is high enough that a per sender floor rounds to nothing and you can negotiate real discounts
- ✓You have someone who will own the commercial relationship, because the price only exists once you negotiate it
Look elsewhere when
- ✕You send under roughly 27,000 messages a month, where a monthly floor dominates everything else on the invoice
- ✕You need a price this week and cannot wait on a sales cycle to find out what you would pay
- ✕You want the invoice fixed in dollars, since the commitment is set in euros and converted on the billing date
- ✕What you actually need is campaign tooling, templates, scheduling and reporting, rather than a global carrier network
That last point is worth separating from price, because it is the most common reason a CPaaS contract disappoints. A carrier grade platform is built to move messages reliably across borders. It is not built to help a marketing team write a template, get it approved, schedule a send and read what happened afterwards. If that is the job, you are buying a campaign tool and the carrier network is an expensive extra. WaBulkSend is the campaign layer: bulk templates, scheduling, personalization and delivery reporting on top of the official WhatsApp Business Platform.
Questions people ask about Infobip pricing
Does Infobip publish its pricing?
Partly, and most comparison articles get this wrong by saying it publishes nothing. Infobip runs a live calculator on its pricing page with a country selector and a euro or dollar toggle, so you can pull an estimated per message figure yourself. What is genuinely not published is the platform subscription, the price of any number or sender type, and any WhatsApp specific minimum commitment.
What is the Infobip minimum commitment fee?
On its Viber pricing, Infobip states a minimum commitment of 115 euros per active sender or service ID per month for most destinations, roughly 135 dollars, and 175 euros, roughly 205 dollars, for traffic to Belarus, Bulgaria, Greece, Hungary, Iraq, Moldova, Russia or Ukraine. Where the fees differ across destinations, the highest applicable fee is charged. It is billed per sender, so several senders multiply it.
Is Infobip cheaper than Twilio?
For a small or mid sized US sender, usually no, because of the shape rather than the rate. Twilio charges 0.005 dollars a message with no platform fee and no minimum, so a light month costs almost nothing. An Infobip style contract puts a monthly floor under the bill before a single message is sent. At a 135 dollar floor you would need about 27,000 messages a month before Twilio's per message fee catches up.
Does Infobip charge a markup on WhatsApp fees?
Infobip does not state a markup percentage anywhere on its published pricing pages, and it does not claim to pass Meta fees through at cost either. Its calculator returns a single blended per message estimate rather than separating Meta's fee from its own, so the markup is not visible from outside. Third party articles quoting a specific figure such as 20 to 60 percent are estimating, because that number does not appear on Infobip's site.
How does Infobip bill WhatsApp messages?
Per message, split into separate rate categories: Utility, Authentication, Authentication international, Marketing sent through the Cloud API, Marketing sent through the MM API that was formerly called MM Lite, and free form messages inside the 24 hour service window. The category and the destination country both change the price, so a single blended cost per message will not predict your bill.
Are the first 1,000 WhatsApp service conversations free on Infobip?
No. Infobip's WhatsApp pricing page still says the first 1,000 service conversations per WhatsApp Business Account are free every month, but Meta retired that cap on November 1, 2024. Meta's own pricing documentation, checked on September 6, 2026, states that service conversations are now free for all businesses with no monthly allowance. Infobip's page is describing a model that ended almost two years ago.
Why does Infobip make you contact sales for a price?
Because it sells committed volume rather than plans. Infobip's own pricing page describes designing a custom package with a customer representative, and prices every number and sender type as contact us. That model is built for enterprises negotiating rates across many countries and channels, which is why a business sending a few thousand WhatsApp messages a month rarely gets a competitive number out of it.
Can I port my existing WhatsApp number to Infobip?
Yes. Infobip's WhatsApp pricing page offers migration of an existing WhatsApp Business Account onto its platform and describes it as happening with zero downtime. Porting a number between providers is a normal WhatsApp Business Platform operation, so this is not unique to Infobip, and the same move is available in the other direction if the contract does not work out.
What are Infobip's alternatives for WhatsApp?
Twilio for pure pay as you go with no floor, 360dialog for a flat published fee per phone number with no markup on Meta rates, and a campaign focused platform when what you need is templates, scheduling and reporting rather than a global carrier network. Infobip's real advantage is coverage across many channels and countries, which is worth paying a floor for only if you use it.
Does Infobip charge for inbound WhatsApp messages?
Infobip prices free form replies inside the 24 hour customer service window as their own category, and that window refreshes every time the customer writes again. Since Meta made service conversations free for all businesses in November 2024, the underlying Meta charge for that traffic is zero, so anything you are billed for it is the provider's own fee rather than a pass through.
Send the campaign without negotiating a floor first
If what you need is bulk WhatsApp templates, scheduling, personalization and delivery reporting, you do not need a carrier contract to get there. Build the campaign, send it on the official WhatsApp Business Platform, and pay for what you send.
