A service message is any reply you send a customer inside the open 24 hour window without a template. They are free today. From October 1, 2026 Meta starts billing them per message.

The short answer

A WhatsApp service message is a non-template message a business sends inside an open 24 hour customer service window. The window opens the moment a customer messages you and resets with every new inbound message from them. Anything you type back in plain text during that window, whether a human agent or your own AI assistant sends it, counts as a service message. You do not need a pre-approved template to send one.

Service messages are free through September 30, 2026. On October 1, 2026, Meta starts charging for them at the same per-message rate it already charges for utility and authentication templates in the recipient country. There is no volume discount on service messages, so the rate stays flat however many you send.

What counts as a service message

The line is simple: inside an open window, without a template, it is a service message. Everything else is a template message and is billed by category. Here is what falls on each side.

One more detail is easy to miss. Today, a utility template delivered while the window is still open is also free. That exemption ends on the same date, October 1, 2026, so timing an order update to land inside an open window will no longer save you anything. The two are billed and governed differently. A service message answers a conversation the customer started; a template starts or reopens one. This table sets them side by side.

What service messages will cost a US business

These figures use the current US utility and authentication rate of $0.0034 per message as a planning stand-in, since Meta has not yet published the final service rate. Every row is $0 today.

For most senders this is a modest line item rather than a shock. It bites hardest at the bottom of the table, where an AI bot is answering hundreds of thousands of messages a month. How to keep service message costs down

All of these help the day the billing starts, so they are worth setting up before October.

Resolve in fewer replies

Once each reply is a billable unit, a three message answer costs three times a one message answer. Give agents complete canned responses so a question closes in a single turn.

Lead with the free entry point

Conversations that start from a click to WhatsApp ad or a Facebook page button open a 72 hour window where every message is free. That exemption survives the October change untouched.

Deflect with quick replies and lists

Interactive buttons, list messages, and a tidy FAQ flow resolve routine questions before they turn into long billable threads with a human.

Run your own bot, not Meta's agent

Your own AI responder is billed as a service message at a fraction of a cent. The same answer through Meta's Business Agent is billed by token at roughly 4 to 5 cents.

Keep the provider layer flat

A per-message platform fee applies to service messages too, so a usage-priced provider makes this change cost you twice. A flat plan moves only Meta's half.

Stop timing utility inside the window

The old trick of sending a utility template while the window is open used to be free. After October 1 it is billed either way, so send it when it is genuinely useful.
