How many bulk messages can I send on WhatsApp?
Your number sits on a messaging limit tier that caps how many unique customers you can start a conversation with in a rolling 24 hour period. The tiers are 250, 2,000, 10,000 and 100,000, then unlimited. A very large share of articles on this topic list a 1,000 tier. That tier does not exist, and planning a campaign around it produces a schedule that does not match what your account will actually do.
New numbers start at 250. The tier rises automatically as you send quality volume and keep a good quality rating, so the practical path to a big send is a few weeks of smaller sends rather than a support ticket. Meta business portfolios are also capped at two registered business phone numbers initially, raised to 20 once you complete Business Verification or reach the 2,000 tier.

Can I send bulk marketing messages to US phone numbers?
No, and this is the single most expensive thing a United States business can discover after buying a platform. Meta paused delivery of marketing-category templates to US phone numbers on April 1, 2025, and the pause is still in force in August 2026. A marketing template aimed at a +1 number fails with error 131049. The template gets approved, the campaign runs, and the messages do not arrive.
That leaves three routes that do work for a US list. Utility templates, which cover order updates, account notices, appointment changes and anything tied to a transaction the customer is already in. Authentication templates for codes. And click-to-WhatsApp ads, where a person tapping the ad opens a free 72 hour window in which you can reply conversationally with no template at all. That free entry point is untouched by the 2026 billing changes and is the strongest US play on the platform right now.
Any vendor selling you WhatsApp marketing blasts to a US list without mentioning this is either not paying attention or hoping you will not notice until after you pay. Plan a US program around utility categories and ad-initiated conversations.

There are two layers. Meta charges per delivered template, priced by category and destination country, and it has published no United States dollar figure in its developer documentation. Twilio does publish a US rate card, so that is the honest place to source a number: a delivered US utility template works out to about $0.0084 all in, which is $8.40 per 1,000. On top of Meta's cost, your platform charges either a flat monthly fee or a markup on every message.
That difference decides your bill at volume. Metered pricing looks cheap on a 2,000-contact test and stops looking cheap somewhere around 60,000 messages a month, where a flat plan overtakes it. Two changes are pushing that crossover lower. From October 1, 2026, service messages, meaning any non-template reply inside an open 24 hour window, become chargeable at the utility rate with no free tier, and utility templates delivered inside an open window lose their free status. Both give metered providers a newly billable line to mark up.
Meta has not published final rates for the October change and has committed to doing so by September 1, 2026. Treat every specific US cent figure you read about it today, including any on this site, as an estimate anchored to the current utility rate.

Can I send bulk messages on WhatsApp without the API?
Only through a broadcast list in the free WhatsApp Business app, which caps at 256 contacts and delivers only to people who have already saved your number.
