The short answer
Meta announced on July 1, 2026 that it will start charging for WhatsApp service messages from October 1, 2026. A service message is any non-template reply, sent by a human agent or by your own AI assistant, inside the open 24 hour customer service window. Those replies are free today. From October 1 they are billed per message at the same rate Meta charges for utility and authentication templates in the recipient's country.
The same date brings a second change that is easier to miss: utility templates delivered inside an open customer service window, which are free today, also become chargeable. Separately, from August 1, 2026, messages handled by Meta's own Business Agent are billed by token at $2.00 per million tokens rather than per message.
Meta has not yet published the final per-message service rates and has committed to doing so by September 1, 2026. Unlike utility and authentication templates, service messages carry no volume discount tier, so the rate stays flat however many you send.
Every 2026 WhatsApp pricing change, with dates
Four separate changes land across 2026. Only two of them affect most US senders, but all four change how a WhatsApp bill is put together.

What counts as a service message
This is the definition the whole change turns on, and it is broader than most teams assume.
Billable from October 1

- Any text, image, document, or interactive message that is not a template
- Utility templates sent while the customer window is still open
Still free after October 1

- Messages the customer sends to you, which have never been billed
- Templates that are never delivered, since Meta bills on delivery
The practical effect is that conversation length starts to matter. Under today's rules a support thread costs the same whether it takes two replies or twenty, because only the opening template is billed. After October 1 every one of those replies carries a fee, so a chatty resolution costs more than a tight one. Teams that lean on an AI responder to handle high volume will feel it most, because the responder generates the majority of the outbound messages.
What the change costs a US business
Meta has not published final US rates, so these use $0.0034, the current published US rate for utility and authentication templates, which is the rate Meta says service messages will match. Treat them as a planning estimate rather than a quote.

None of these numbers are ruinous on their own, and that is the point worth making honestly: for most US senders this is a line item, not a crisis. Where it bites is at the top of the table, and specifically where an AI agent is answering tens of thousands of messages a month. That is also where the Meta Business Agent token pricing stacks on top, because a typical agent message consumes roughly 20,000 to 25,000 tokens, which works out to about 4 to 5 cents per message at $2.00 per million tokens. An AI reply handled by Meta's agent can therefore cost more than ten times the service message fee itself.
Six ways to hold the cost down
All of these are worth doing before October, because they take effect the moment the billing does.
Resolve in fewer messages
Every reply is now a unit of cost. Answer the whole question in one message rather than three, and give agents canned answers that do not need a follow up.
Use click to WhatsApp ads as the entry point
Conversations that start from an ad or a page button open a 72 hour free entry point window where everything is free. That exemption survives the October change untouched.
Send utility templates outside the window on purpose
Since utility inside the window loses its free status, the old trick of timing updates to land inside an open window stops paying off. Send them when they are actually useful instead.
Run your own bot rather than Meta's agent
Your own AI responder is billed as a service message at a fraction of a cent. The same reply through Meta's Business Agent is billed by token at roughly 4 to 5 cents.
Keep the provider layer flat
Meta's fee is the same whoever you buy through, so the variable is what your platform adds. A per-message provider fee applies to service messages too, which doubles the impact of this change.
Cut the reply volume that never needed a human
Quick replies, interactive list messages, and a decent FAQ flow deflect conversations before they turn into long billable threads.
One structural point is worth spelling out. If your provider charges a per-message platform fee, this change costs you twice: once for Meta's new service fee and once for the provider markup on a category that was previously free for everyone. Yes, and it is unchanged. When someone starts a conversation from a click to WhatsApp ad or a Facebook page call to action button, a 72 hour window opens in which every message is free regardless of type. Routing more conversations through that entry point is the single cleanest way to blunt the October change.
Will these changes affect WhatsApp marketing messages in the US?
Not directly, because marketing templates are not deliverable to US phone numbers. Meta paused delivery of marketing templates to US numbers on April 1, 2025 and approved templates return error 131049 instead of reaching the handset. US senders are affected through utility, authentication, and now service messages.
