An open domain assistant that answers anything is the shape the rule targets, even when a business runs it. Scope the bot to your own products, orders and accounts, and hand anything else to a human.
If the assistant is the thing you sell, the terms prohibit distributing it through the WhatsApp Business Solution. This applied to new API accounts from October 15, 2025 and to every existing account from January 15, 2026.
Replies inside an open 24 hour window are free today. From October 1, 2026 they become chargeable with no free volume tier. Estimate uses $0.0084 per reply, being Twilio's $0.005 fee plus a $0.0034 Meta pass through at the current utility rate. Meta has committed to publishing final service message rates in September 2026. Model tokens are billed separately.

What Meta actually banned, and what it left alone
In October 2025 Meta rewrote a section of the WhatsApp Business Solution Terms, and the coverage that followed was close to useless for anyone trying to decide whether to build. Headlines said WhatsApp was banning AI chatbots. What the terms say is narrower, and the distinction decides whether your project is viable.

Read the qualifier at the end. The rule turns on whether the AI is the primary functionality you are making available. A company selling access to a general assistant is distributing AI through WhatsApp, and that is what stopped. A furniture retailer whose bot answers "where is my sofa" is using AI as one component of customer service, and nothing changed for them.

The sequence is worth sitting with. Meta closed the platform to companies whose product is an assistant, then shipped its own metered AI layer nine months later, then set a date when the replies that layer generates start carrying a messaging charge. The bots that are still fine to build
Structured tasks tied to your own business are explicitly unaffected. If you can describe what your bot does in one sentence that mentions your products, your orders or your accounts, you are on the safe side of the line.
Order and shipping answers
Looking up an order number, quoting a delivery date, handling a change of address. The highest volume job on most retail numbers and the easiest to get right, because the answer comes from your own database rather than from the model.
Support triage
Reading the first message, deciding which queue it belongs in, answering the ones covered by your help center and handing the rest to a person with the context attached. Triage is where a language model earns its keep.
Booking and reminders
Offering slots, confirming an appointment, rescheduling when someone replies to a reminder. Clinics, salons and service businesses run almost their whole WhatsApp presence on this one pattern.
Login codes and verification
Authentication category templates carry one time passcodes, and a bot handles the retry and the "I did not get it" reply. This category is unaffected by the US marketing pause and delivers normally to US numbers.
Lead qualification
Asking the three or four questions a rep would ask, scoring the answer and routing the ones worth a call. Pairs naturally with click to WhatsApp ads, where the customer starts the conversation and opens a free 72 hour window.
Translation and after hours cover
Answering in the customer's language and holding the conversation overnight so the thread is warm when your team logs in. Low risk, and it removes the pressure that pushes teams into hiring a night shift.
What a WhatsApp AI chatbot costs in 2026
Two meters run at the same time and most guides only describe one. There is the model, billed by tokens or by whatever your provider charges, and there is the message itself, billed by Meta. Until October 1, 2026 the second meter reads zero for anything your bot says inside an open window, which is why so many published estimates look cheap.

The per message figures are Twilio's published US list prices, made up of a $0.005 Twilio fee plus a $0.0034 Meta pass through. Meta does not publish US dollar per message rates in its developer documentation, so anyone quoting you a Meta cent figure is really quoting a reseller. Meta has committed to publishing final service message rates during September 2026, and until it does, treating the utility rate as the planning number is the honest approach. The October change is bigger for bots than for people
A human agent sends maybe six messages to close a support thread. A bot that acknowledges, asks a clarifying question, answers, confirms and follows up sends five for the same thread, and it does it for every conversation rather than the ones that reach a person. When in window replies start billing with no free allowance, chatty bot design becomes a line item. The fix is not fewer conversations, it is fewer bubbles per conversation: answer in one well formed message instead of five short ones. That also sidesteps the per recipient throttle of roughly one message every six seconds to the same user.
How to put an AI chatbot on your WhatsApp number
Four steps, and the first two are where projects stall. Nothing here needs the model chosen yet.
Get a number onto the Cloud API
The free WhatsApp Business app has no API, so a bot cannot touch it. The number must be yours, must have a country and area code, must be able to receive a call or SMS, and must not already be registered to another WhatsApp account. The On Premises API was retired on October 23, 2025, so Cloud API is the only route.
Stand up the webhook
Subscribe to the messages field. Your endpoint has to return HTTP 200, or Meta retries with decreasing frequency for up to seven days. Self signed certificates are not supported. Verify the X-Hub-Signature-256 header against the raw request body, not the parsed JSON, and remember the payload nests entry and changes as arrays.
Get templates approved
Replies inside the window are free form, but anything that starts a conversation needs a template in the marketing, utility or authentication category. Approve the utility and authentication ones you need before launch. Marketing templates will not deliver to US numbers.
Add the AI layer and a way out
Point the webhook at your model with a scoped system prompt and your own order and account lookups. Build the handoff to a human before you build the clever answers, because the handoff is what stops a bad reply becoming a block, and blocks are what cost you messaging capacity.

One number worth checking before you commit to any of them: your messaging tier. Can I use ChatGPT on WhatsApp?
Not as a hosted assistant on WhatsApp. OpenAI's ChatGPT number was one of the services shut down by Meta's AI Provider rule. You can still call OpenAI, Anthropic or any other model from your own server and use it to write replies for your own business number, because in that case the AI is a component of your customer service rather than the product being distributed.
Do I need the WhatsApp Business API for an AI chatbot?
Yes. The free WhatsApp Business app has no API, so nothing external can read or send messages on it. Does a WhatsApp AI chatbot need to say it is a bot?
Treat it as required. Meta's policies expect automated experiences to be transparent, several US states regulate undisclosed bots in commercial conversations, and hiding automation is the fastest way to collect blocks. Blocks and reports drive your quality rating down, and a low quality rating costs you messaging capacity, so disclosure protects the account as well as the customer.
Can a WhatsApp AI chatbot message customers first?
Only with an approved template, and only if the person opted in. A bot can reply freely inside the 24 hour window that opens when a customer messages you, but starting a new conversation always requires a pre approved template in the marketing, utility or authentication category. Marketing templates have not delivered to US phone numbers since April 1, 2025, so US outbound from a bot means utility and authentication content.
How fast can a WhatsApp chatbot reply?
The Cloud API supports up to 80 messages per second by default across your number, which is far more than a support bot needs. The limit that actually bites is per recipient: Meta throttles you to roughly one message every six seconds to the same user, so a bot that splits an answer into five short bubbles will feel slow to that one person. Write longer, fewer messages.
What happens if my bot breaks the AI Provider rule?
The terms govern access to the WhatsApp Business Solution itself, so the exposure is the account rather than a fine. The practical risk for a normal business is small, because the rule is aimed at companies distributing assistants. If you are genuinely near the line, the safe design is to scope the bot to your own products, orders and accounts, and to refuse and hand off anything outside that.
