Meta Business Agent Pricing: WhatsApp AI Agent Cost Per Token vs Bring Your Own AI

From August 1, 2026 Meta charges for its own AI agent by token, not by message. Every other reply you send becomes a chargeable service message on October 1. The two paths are priced very differently, so the architecture you pick is now a budget decision.

Meta has not published a final public rate card for either change. The figures here are labelled by source so you can see what is confirmed and what is an estimate.

AI reply cost comparator
Meta Business Agent, by token

$ / month

About $ per conversation at $2.00 per million tokens.

Your own AI or a human agent, as service messages

$ / month

Meta fees only, at a $0.0034 proxy rate. Your own model provider bills separately.

Estimate only. Meta publishes final service message rates by September 1, 2026, so the lower figure is a placeholder built on the current US utility rate.

The short answer

Meta Business Agent is billed by AI token usage rather than per message. Reporting across BSPs and trade press converges on $2.00 per 1 million tokens starting August 1, 2026, which works out to roughly 4 to 5 cents for a short exchange and up to about 40 to 50 cents for a long, multi step sales chat. Nothing was charged for the agent before that date. Unlike template message pricing, which is set per destination country, the token rate is reported as a single global figure, so a US business pays the same rate as everyone else.

If you answer with your own AI or a human instead, the reply is not a Business Agent message. It is a service message, and service messages become chargeable on October 1, 2026. That is the whole pricing fork: Meta's agent costs tokens, everything else costs service messages, and the two rates are nowhere near each other.

What Meta has published, and what is still secondhand

Most articles about Business Agent pricing state the token rate as settled fact. It is worth being precise, because the sources genuinely disagree and you may be building a budget on this.

Consistent across sources
  • Meta Business Agent moves to token based billing on August 1, 2026, at $2.00 per million tokens.
  • Service messages become chargeable again on October 1, 2026.
  • Utility templates delivered inside an open 24 hour window lose their free status on the same date.
  • A service message is defined as a non template message that the Business Agent did not produce.
  • The token rate is a single global figure. It does not vary by destination country the way template message pricing does.
Not confirmed by Meta directly
  • The per country service message rates. Meta committed to publishing them by September 1, 2026 and has not yet done so.
  • Token counts per conversation. The 20,000 to 25,000 range is a vendor estimate, not a Meta figure.
  • Some BSP documentation still lists Business Agent Platform pricing as unannounced and the API tier as invite only.

"A service message is any non template message a business sends to a customer that is not enabled by the Meta Business Agent."

The definition circulated by BSPs summarizing Meta's October 2026 pricing update. It is the sentence that creates the two tier structure.

The three ways a WhatsApp reply gets billed after October 2026

Once both changes land, every message leaving your number falls into one of three buckets. Knowing which bucket you are in is the whole cost exercise.

What sends the message How it is billed Charged from What drives the cost
Meta Business Agent By AI token August 1, 2026 How long and complex the conversation is, not how many messages it contains
Your own AI or chatbot As a service message October 1, 2026 The number of replies you send inside the 24 hour window, plus your own model provider bill
A human agent in your inbox As a service message October 1, 2026 How chatty your support team is, since each free form reply counts
An approved template you send Per message by category Already billed since July 2025 Template category and destination country, with marketing to US numbers still paused

The counterintuitive part is that a chatty conversation is cheap in the service message world and expensive in the token world, because tokens accumulate with context. Every turn of an AI conversation re-reads the history, so a ten message exchange does not cost ten times a one message exchange. It costs more than that. A human answering the same thread bills four or five flat service messages instead.

One thing that has not changed is the free entry point. Conversations that start from a click to WhatsApp ad still open a 72 hour window at no messaging charge, and Meta has left that intact through both updates. If a meaningful share of your inbound comes from ads, that window is the cheapest support channel you have. Our guide to click to WhatsApp ads covers how the free window is triggered and how long it lasts.

What Meta Business Agent costs at real volumes

These use the reported $2.00 per million token rate and a $0.0034 proxy for a US service message, since Meta has not published the real one yet. Treat the right hand column as a floor, because your own model provider bills on top of it.

Monthly inbound chats Chat type Meta Business Agent Own AI or human, Meta fees
500 Quick answers, 25,000 tokens $25.00 $6.80
500 Normal questions, 80,000 tokens $80.00 $6.80
2,000 Normal questions, 80,000 tokens $320.00 $27.20
2,000 Long sales chats, 250,000 tokens $1,000.00 $27.20
10,000 Normal questions, 80,000 tokens $1,600.00 $136.00

The pattern is consistent: Meta's agent is priced like a managed AI product, not like a messaging fee. You are paying for inference, and inference scales with conversation length. That is fine when the agent genuinely closes the loop and saves a support hire. It is expensive when it answers questions a three line auto reply would have handled, which is why the first thing to audit is how many of your inbound chats are actually simple. For the template side of your bill, the WhatsApp pricing calculator handles category and country, and the 2026 pricing changes hub tracks every dated change in one place.

What Meta Business Agent can and cannot do

Price is only half the decision. The agent has a hard boundary that catches a lot of businesses by surprise, and it is not a pricing question at all.

What it handles
  • Answering inbound questions using your business profile and product catalog
  • Recommending products and capturing lead details
  • Booking appointments and qualifying buyers before a human joins
  • Handing the conversation to a person when it stalls
  • Working across WhatsApp, Instagram, and Messenger rather than one channel
What it will not do
  • Start conversations at scale. It responds to inbound and does not broadcast.
  • Replace approved templates. Proactive outreach still needs opt-in and a template.
  • Give the free self serve tier a team inbox, CRM sync, broadcast tools, or API access.
  • Let everyone onto the API tier yet, which several BSPs still describe as invite only early access.

That first limitation is the one worth reading twice. Meta Business Agent is a reactive system. It cannot run a campaign, it cannot message a list, and it does not change the rules on business initiated messaging. Sending to a list still means collecting consent properly and sending an approved template, exactly as before. If anything the October change makes outbound campaigns relatively more attractive, because a template send is a known flat cost while an AI conversation is metered.

So the honest framing is that the agent and a campaign tool solve different halves of the problem. The agent answers people who message you. A WhatsApp bulk sender reaches people who have not messaged you yet, and valid opt-in is what makes that legal. Most businesses that look at Business Agent pricing end up needing both, not one instead of the other.

Meta's agent or your own AI: which one fits your business

There is no universally cheaper answer. There is a cheaper answer for your conversation mix, and it usually comes down to volume and how much engineering time you have.

Meta Business Agent suits you if

Inbound volume is modest, you have no developers, and the alternative is leaving messages unanswered overnight. Paying 5 cents for a conversation nobody was answering is a good trade, and setup is close to zero work.

Your own AI suits you if

You are past a few thousand chats a month, your conversations run long, or you need the bot to touch systems Meta does not integrate with. Token billing scales badly against a flat service message, and at volume the gap is an order of magnitude.

Humans plus templates suits you if

Your inbound is low but high value, like real estate or B2B sales, where a person should answer. Keep replies tight after October 1, since each free form message bills, and lean on templates for anything you send first.

A practical middle path that many teams land on: let a rules based auto reply handle the top five repeat questions for free, route the rest to a shared team inbox, and only reach for a metered AI agent on the conversations that genuinely need reasoning. That keeps token spend on the chats where it earns its cost rather than on people asking about store hours.

Where a flat plan changes the math

Both of Meta's changes are usage priced, which means your bill now moves with how busy you are. That is the part worth planning around.

WaBulkSend charges a flat monthly plan rather than a per message platform fee: 500 messages a month free, $29 for 1,000, $99 for 10,000 across three numbers, and $299 for unlimited messages and numbers. Meta's own per message and per token charges still apply on top, because those are Meta's fees and no provider absorbs them. What a flat plan removes is the second markup, the one usage priced platforms add to every newly chargeable message category.

That is why October 1 matters beyond the direct cost. When a category that used to be free becomes billable, every provider that prices per message gets a new line item to mark up. A flat plan does not, so the crossover point where flat beats usage pricing moves down. If you are comparing platforms right now, ask each one specifically how they will bill service messages after October 1, and get the answer in writing before you sign.

Frequently asked questions

How much does Meta Business Agent cost?

Reporting across BSPs and trade press puts it at $2.00 per 1 million AI tokens from August 1, 2026, billed on token usage rather than message count. At an estimated 20,000 to 25,000 tokens for a short exchange that is roughly 4 to 5 cents per conversation, rising to about 40 to 50 cents for a long multi step chat. Meta has not published a final public rate card.

Is Meta Business Agent free?

It was free before August 1, 2026, and the self serve version that runs inside the WhatsApp Business app is described as free to use. Token billing applies to the Business Agent Platform tier that runs on the WhatsApp Business API. Free does not mean unmetered forever, so check which tier you are on before you build volume on it.

When does Meta start charging for Business Agent?

August 1, 2026 for token based Business Agent billing. A second change follows on October 1, 2026, when service messages and utility templates delivered inside an open 24 hour customer service window both stop being free. Meta committed to publishing the final service message rates by September 1, 2026.

Can I use my own AI instead of Meta Business Agent?

Yes. Connecting your own model to the Cloud API is still allowed, and the Business Agent Platform tier is also described as supporting a bring your own agent setup. The billing consequence is that replies your own AI sends are not Business Agent messages, so they are charged as service messages from October 1 instead of by token.

Can Meta Business Agent send bulk messages?

No. The agent responds to inbound conversations and does not initiate them at scale. Any proactive outreach still requires opt-in and a pre approved message template, exactly as it did before the agent existed. If your goal is reaching a contact list, the agent is not the tool for it.

Does Meta Business Agent replace the WhatsApp Business API?

No. The Business Agent Platform tier runs on top of the WhatsApp Business API rather than replacing it. You still need a WhatsApp Business Account, a registered number, and approved templates for outbound. The agent is an AI layer for inbound conversations, not a new messaging channel.

What is a token in Meta Business Agent pricing?

A token is a chunk of text the AI model processes, roughly three quarters of a word on average. Both the customer message and the agent reply consume tokens, and so does the conversation history the model re-reads on every turn. That last part is why longer conversations cost more than a simple per message multiple.

What is the difference between Meta Business Agent and a WhatsApp chatbot?

A traditional WhatsApp chatbot follows rules and menus you define, runs on your own infrastructure or a platform, and costs nothing extra in Meta fees beyond the messages it sends. Meta Business Agent is an AI system Meta hosts and meters by token. The tradeoff is setup effort against per conversation cost and control.
