Which WhatsApp API provider is actually cheapest?

Meta's Cloud API is the cheapest route in absolute terms, because there is no provider fee at all, but you pay for it in engineering time. Among providers, the answer depends entirely on your monthly volume. Below roughly 15,800 outbound messages a month, a per message platform fee like Twilio's $0.005 costs less than a flat monthly plan. Above it, the flat plan wins and keeps winning, because the markup scales and the subscription does not.

What almost no comparison page says out loud: Meta's messaging charge is a pass-through billed against your own WhatsApp Business Account. It does not get cheaper because you picked a cheaper provider. Anyone claiming a discount on Meta rates is either bundling volume through their own account or describing something other than the rate card.

The only two numbers that vary

A WhatsApp bill has three layers, and shopping for the cheapest provider is really shopping for two of them.

Providers differ on which of the last two they lean on, and that single choice decides who is cheap for you. A provider with no subscription and a small per message fee is the cheapest thing on the market for a business sending a few hundred order updates a month, and one of the most expensive for a business sending half a million. The reverse is equally true. There is no provider that is cheapest at every volume, which is why a ranked list of ten providers with no volume attached to it tells you nothing.

Where the ranking flips

Take Twilio's $0.005 per message against respond.io's $79 Starter plan, both quoted in dollars, both excluding Meta. Divide $79 by $0.005 and you get 15,800. That is the crossover: send fewer than 15,800 billable messages a month and the per message provider is cheaper, send more and the subscription is. The gap at the top of that table is the reason volume forecasting matters more than provider shortlisting. A million messages a month is a $4,921 monthly difference between two providers that both advertise themselves as affordable, and neither of them is lying. What Meta charges you whichever provider you pick

This layer is constant. Twilio publishes the United States pass-through rates on its own pricing page, and those are Meta's numbers, not Twilio's, so they apply behind every provider in the table above.

The US detail that changes the whole calculation

If your customers are US numbers, promotional WhatsApp is not the product you are buying. Marketing templates do not deliver to United States numbers, which is why Twilio's rate card lists US marketing at no charge. What a US business actually buys WhatsApp for is utility and authentication traffic, at $0.0034 a message, plus marketing to customers outside the US. The costs the sticker price hides

Headline plan prices are the easy part. These are the lines that show up on the second invoice and change the ranking after you have already migrated.

Per seat charges

respond.io includes 5 users on Starter and lists extras at $12 a month. Wati includes 3 on its entry plan with no extras allowed, and charges $39 or $89 a month per extra user higher up. A ten person support team turns a cheap plan into a mid tier one.

Per number, not per account

360dialog prices at €49 per number per month. One number is cheap. A brand running separate numbers for sales, support and a second market is paying three times, which quietly triples the fixed layer.

Monthly active contacts

respond.io's Starter plan lists unlimited monthly active contacts, but its Growth plan starts at 1,000 and scales from there. A metered contact count is a second volume dimension, and a list you message once a quarter can still burn through it.

Failed message fees

Twilio publishes a $0.001 fee on failed messages. On a clean list that is noise. On a stale list with a high invalid number rate it is a real line, and it is the one nobody models before the first send.

Currency

360dialog publishes in euros and AiSensy in rupees. If you are budgeting in dollars, a euro subscription is a floating cost, and a rupee priced platform is usually rate carded for Indian senders rather than US ones.

The unofficial discount

The cheapest offers on the market are usually bridges that automate a consumer WhatsApp session over a QR code rather than running on Meta's Cloud API. They undercut everyone because they pay Meta nothing. They also put your number at risk, and the ban lands on you, not on them.

How to pick without regretting it in six months

Forecast twelve months, not this month

The ranking flips at a volume, so the only input that matters is where you will be at the end of the contract. Signing an annual plan against today's volume is how businesses end up paying a per message markup on ten times the traffic they modeled.

Separate the three layers on every quote

Ask for the platform fee, the markup per message and the Meta pass-through as three distinct numbers. A provider that will not break the quote down that way is usually hiding the markup inside a blended per conversation rate.

Count the seats you will actually need

If WhatsApp is going to be answered by a support team, per seat pricing is often larger than the messaging bill. Add the seats to the plan price before comparing, because the included allowance differs by a factor of two between vendors.

Check who owns the WhatsApp Business Account

Cheapest WhatsApp API provider: common questions

Which is the cheapest WhatsApp API?

Going directly to Meta's Cloud API is the cheapest, because there is no provider in the middle taking a platform fee or a markup. You pay Meta's per message rates and nothing else. The catch is that you build and maintain the integration, the template library, the webhook handling and the retry logic yourself, which is why most businesses buy through a provider instead.

Is the WhatsApp API free?

Access to Meta's Cloud API carries no license fee, so in that narrow sense it is free. Messages are not. Meta bills per delivered template by category and country, and any provider you sit behind will add its own monthly platform fee, per message fee, or both. A provider advertising a free WhatsApp API is describing the access, not the messaging bill.

Do WhatsApp API providers charge on top of Meta?

Some do and some do not, and they say so on their own pricing pages. 360dialog states there is no markup on Meta fees and charges a flat monthly fee per number instead. respond.io states that WhatsApp fees are not included in any subscription and are charged by Meta based on usage. Twilio adds an explicit $0.005 per message platform fee on top of the Meta pass-through it lists separately.

At bulk volume the per message markup dominates and the fixed monthly fee stops mattering, so a flat fee provider with no markup wins. A $0.005 per message platform fee costs $500 on 100,000 messages, where a $79 monthly plan with no markup costs $79 regardless of volume. The crossover between those two sits near 15,800 messages a month.

How much does Meta charge per WhatsApp message in the US?

Twilio's published pass-through table lists United States utility templates outside the customer service window at $0.0034 and authentication templates at $0.0034, with utility free inside the window. United States marketing is listed at no charge, which reflects the fact that marketing templates are not delivering to US numbers rather than any discount.

Why do WhatsApp API prices look so different between providers?

Because they are quoting different things. Some quote only their platform fee and leave Meta's messaging charge out, some bundle a chatbot builder or a shared inbox into the same number, and some price in rupees or euros rather than dollars. Comparing headline prices without separating platform fee, markup and Meta pass-through produces a meaningless ranking.

Is a cheap WhatsApp API provider safe to use?

It depends on whether the provider is an official Business Solution Provider running on Meta's Cloud API or an unofficial bridge automating a consumer WhatsApp session. The second kind is usually the cheapest thing you will find and it puts your number at risk of a ban, because it violates WhatsApp's terms. Price is not the variable that matters there.

Does the cheapest WhatsApp provider change as I scale?

Yes, and that is the main thing to plan for. Below the crossover point the fixed monthly fee is the biggest line on the bill, so pay per message. Above it the markup is the biggest line, so pay a flat fee. Work out your expected monthly volume for the next year before you sign anything annual, because the ranking flips somewhere in the middle.

What hidden costs do WhatsApp API providers add?

Per seat charges are the most common: respond.io lists additional users at $12 a month on Starter, and Wati charges $39 a month for each extra user on Pro and $89 on Business in US dollars. Others meter monthly active contacts, charge per phone number rather than per account, or bill separately for failed messages, as Twilio does at $0.001 each.

Is service messaging still free on WhatsApp?

As of September 4, 2026 it is. Meta's live pricing documentation still states that service conversations are free for all businesses effective November 1, 2024, and carries no service rate card. Meta's own deadline to publish per market service rates was September 1, 2026 and passed unmet, with the charge scheduled for October 1, 2026. Budget for it.
