The short answer: Plivo has the lower WhatsApp rate and Twilio has the lower bill for most US businesses. Plivo charges $0.00374 per US utility message with Meta's fee included, against $0.0084 on Twilio ($0.005 Twilio fee plus Meta's $0.0034). But Plivo only switches WhatsApp on with a $1,000 a month minimum commitment, and Twilio has no minimum at all. Below about 119,000 utility messages a month, Twilio costs less. Above it, Plivo does.

That single volume decides the comparison for most buyers, so it is worth getting right. The two rows that matter most sit next to each other: Plivo's markup is small and its minimum is large, while Twilio's markup is large and its minimum is zero. Which structure is cheaper depends only on how many messages you send.

Where the $1,000 minimum changes the math

Plivo's WhatsApp prerequisites page says WhatsApp is not enabled by default. Access is provisioned through Plivo's sales team and requires a Minimum Monthly Commitment of $1,000 a month in the US data region. The commitment is a minimum bill, not a setup fee: if your usage for the month comes to $300, you are billed $1,000. Plivo's general pricing page says the same thing from the other side, listing SMS, WhatsApp and the Verify API as "Enterprise plan only," starting at $1,000 a month. The pay as you go tier, with its $10 in free credits, covers voice, SIP trunking and AI agents, not WhatsApp.

Twilio has no equivalent. You open an account, connect a WhatsApp sender and pay per message. So the crossover is simple arithmetic: $1,000 divided by Twilio's $0.0084 is 119,048 utility messages a month. Below that, Twilio's per-message bill is smaller than Plivo's floor. Above it, Plivo's lower rate wins, and the gap widens with every message. At about 267,380 messages, Plivo's own usage reaches $1,000 and the minimum stops mattering at all.

One caveat that moves this number. Plivo's commitment counts spend "across all Plivo products," so a company already spending $1,000 a month with Plivo on voice or SMS pays nothing extra to clear the floor. For that buyer, WhatsApp on Plivo simply costs $0.00374 a message and beats Twilio from the first send. The reverse caveat also exists: the commitment excludes pass-through fees, and Plivo does not say whether the Meta part of its WhatsApp price counts as one. If it does not, only about $0.00034 of each message fills the commitment. Ask Plivo to confirm this in writing before you sign.

Most US businesses sending order updates, appointment reminders and account notices sit in the top two rows. At 25,000 messages a month, Plivo costs almost five times what Twilio does, even though its rate is less than half. That is why "Plivo is cheaper than Twilio" is true on a rate card and false on most invoices.

Inbound messages and failed sends

Meta never charges for messages your customers send you. Twilio does: its WhatsApp pricing applies the $0.005 fee to messages in and out. A support line that receives 20,000 customer messages a month pays Twilio $100 for them, a line that never appears in a per-template comparison. Twilio also bills $0.001 for each failed message, so a list with a lot of dead numbers costs something even when nothing is delivered.

Plivo's WhatsApp pricing page lists outbound message categories only and does not publish an inbound rate or a failed-message fee. That may mean they are free or may mean they are quoted, so treat both as questions for the sales call rather than as savings. If your traffic is mostly two-way support rather than one-way notifications, these two lines can decide the comparison on their own.

What the October 1 service message charge does to both

Meta starts charging for service messages, the free-form replies you send inside the 24 hour customer service window, on October 1, 2026. Plivo has already posted how it will bill them: its pricing page says service messages are free through September 30, and from October 1 the first 1,000 each month are free and the rest are $0.00374 for US recipients, the same as a utility template.

On Twilio, nothing changes about Twilio's own fee, which already applied to every reply. What changes is the Meta line underneath it: Meta partners including 360dialog, ManyChat and Kommo report the US service rate as $0.0034 after 1,000 free per phone number a month. So a Twilio reply past Meta's free allowance costs $0.0084, and before that allowance runs out it still costs Twilio's $0.005. When Plivo is the better buy

Plivo makes sense in three situations. First, you already spend $1,000 a month or more with Plivo on voice, SIP trunking or voice AI agents, so the WhatsApp floor is already paid. Second, you send more than about 119,000 US utility or authentication messages a month and have engineers who can build on an API. Third, you want WhatsApp calling on the same bill as your phone calls: Plivo lists US WhatsApp calls at $0.0040 a minute inbound and $0.0160 outbound, and its Enterprise plan includes a BAA for healthcare teams. For a high-volume sender, the 10% markup is one of the thinnest on the market.

When Twilio is the better buy

Twilio is the better buy for almost everyone below six figures a month. You can start the same day without a sales call, you pay only for what you send, and you can stop without a commitment running out. It is also the default in US developer tooling, so more libraries, tutorials and integrations assume it. The cost is the markup: $0.005 on top of a $0.0034 message is expensive at volume, and the inbound fee adds up on support traffic. The option that is neither an API nor a minimum

Both Plivo and Twilio are APIs. Neither one gives a marketing or operations team a screen to upload a contact list, pick an approved template and schedule a send. Someone has to build that, and developer time usually costs more than either vendor's fee. If what you actually need is to send campaigns and notifications to opted-in customers, a WhatsApp campaign tool that connects your own WhatsApp Business Account costs less than Plivo at anything under about 206,000 messages a month and needs no build, unlike Twilio, because Meta bills its $0.0034 fee to your account at cost. At 25,000 utility messages a month that is $384 on a $299 plan, against $1,000 on Plivo, and it includes list import, scheduling and per-recipient delivery reports. Twilio's $210 is lower on paper, and stays lower up to about 60,000 messages, but comes with no interface at all.
