The gap closes if your team only answers customers. What Intercom charges per WhatsApp message
Intercom charges per outbound message, not per conversation. Every teammate-initiated WhatsApp message sent through Outbound or a Series counts as one unit of "Bulk WhatsApp Sent", and Intercom bills those units in tiers. You pay each tier's rate only on the messages inside it, so the average falls slowly as volume grows.

Intercom's own example prices 1,500 outbound messages at $142.50. Its help center adds two details worth knowing before a campaign: charges may apply even when a send fails, and messages sent as steps in a Series count exactly like messages sent from Outbound. Free trial workspaces can send up to 100 messages in a rolling 30 days.
What Intercom does not charge for is the support side. Its usage article lists inbound WhatsApp conversations, inbound and outbound WhatsApp from the Inbox, WhatsApp in omnichannel Workflows, and Messenger conversations carried over to WhatsApp as free. That is the reason a pure support team can find Intercom's WhatsApp bill surprisingly small, and a team that runs notices or campaigns finds it surprisingly large.
What Freshdesk charges per WhatsApp message
Freshdesk passes Meta's fee through with a markup instead of setting its own rate. Freshworks' WhatsApp pricing article states that "Freshworks applies a 20% markup to the total WhatsApp cost billed from Meta." Meta's US fee for a utility or authentication template is $0.0034, so you pay about $0.00408 through Freshdesk. Meta does not deliver marketing templates to US numbers, so US programs run on utility and authentication templates either way.

These bills assume US utility templates (order, shipping and account updates), monthly billing, the cheapest WhatsApp plan on each product, and no AI add-ons. Freshdesk uses Growth at $23 a seat plus $0.00408 a message. Intercom uses Essential at $39 a seat plus its tiered message fee.

On annual billing, take $4 a seat off the Freshdesk column and $10 a seat off the Intercom column. The message lines do not change. At 10,000 templates the message fee alone is $40.80 on Freshdesk and $817.50 on Intercom, so on Intercom the per-message charge, not the seat, decides the bill.
Which is cheaper for WhatsApp, Freshdesk or Intercom?
Freshdesk is cheaper for almost every US team that sends WhatsApp templates. Its seats cost less and its message cost is Meta's fee plus 20%, roughly $0.004 per US utility message, against Intercom's $0.07 to $0.10. Intercom only comes close when a team replies to inbound chats and sends almost no proactive messages, because Intercom lists Inbox replies as free usage.
Does Intercom charge for WhatsApp replies?
Not as Intercom usage, according to its help center. Inbound WhatsApp conversations and the replies your agents send from the Inbox are listed as free, and so is WhatsApp sent from omnichannel Workflows. Meta began charging for service messages on October 1, 2026, after 1,000 free per business number each month, and Intercom's usage article has not changed to reflect that, so check the first invoice after October.
Is WhatsApp free on Freshdesk?
No. WhatsApp starts on the paid Growth plan, and every delivered template carries Meta's fee plus the 20% Freshworks markup. Since October 1, 2026, agent replies inside the 24 hour window are billable too, after 1,000 free per number each month, at Meta's utility rate plus the same markup. Can I use my own WhatsApp payment method with Intercom?
No. Intercom's connection guide says that while a number is connected, message charges are billed through Intercom's credit line and you cannot add your own payment method. It also requires the WhatsApp Business Account to be set to USD, and Meta never lets you change a WABA's currency after creation, so a non-USD account means a new account and a number migration. Where each help desk fits
Choose Intercom when WhatsApp is mainly an inbound support channel, your team already lives in Intercom's Messenger and Fin, and proactive WhatsApp is a few hundred messages a month. The seat costs more, but the replies are free usage and the AI agent is the product's strength.
Choose Freshdesk when you need WhatsApp in a ticketing workflow at a lower seat price, or when you send notices at volume. A 20% markup on a $0.0034 fee is a rounding error next to $0.07 to $0.10 per message.
Consider splitting the jobs when outbound volume is the real cost. Meta lets one business run several numbers, so support can stay on the help desk number while order updates, renewal notices and reminders go out from a separate number on a campaign tool.
