Intercom bills all message charges through its own credit line and lists no separate Meta line, so its column is treated as all-in. Meta's fee shown is the US utility rate. Intercom seats not included.
Intercom splits WhatsApp into two prices. Inbound conversations, replies your agents send from the Inbox, WhatsApp steps in Workflows and chats carried over from the Messenger have no usage charge. Outbound messages and Series steps are billed as Bulk WhatsApp Sent: $0.10 each for the first 500 in a month, falling to $0.07 above 10,000.
So Intercom is an inexpensive WhatsApp help desk and an expensive WhatsApp broadcaster. At 10,000 outbound messages the usage line is $817.50. Meta's own fee for a US utility template is $0.0034, which means Intercom's average rate is roughly 24 times Meta's.

WhatsApp is a paid channel on all three Intercom plans. The plan you pick changes the seat price and the support features around the channel, not the WhatsApp rate. Every plan pays the same Bulk WhatsApp Sent tiers.

Proactive Support Plus, Intercom's $99 a month outbound add-on, covers posts, product tours, surveys, mobile push and carousels. WhatsApp is not part of it and bills under Bulk WhatsApp Sent instead. Intercom's outbound article also notes a plan-level monthly outbound WhatsApp limit and says charges may apply even for failed sends, so confirm your workspace's limit before a large campaign. Intercom Bulk WhatsApp Sent tiers
The tiers are graduated, like tax brackets. Intercom prices each message by the band it falls in, then adds the bands up. Sending more lowers the price of the extra messages, not of the ones you already sent.
That is why the average stays high. At 10,000 messages you are still paying 8.2 cents on average, and even at 50,000 the average is 7.2 cents, because the first 10,000 every month always go through the expensive bands.

At 500 messages a month the two are level, and below that Intercom is cheaper. We say so because it is true: a team that sends a few hundred notices a month should not add a second tool for it. The gap opens from about 1,000 messages and keeps widening.
Your WhatsApp number belongs to Intercom's account while it is connected
This is the detail that shapes every cost decision. Intercom's setup article says that when a number is connected, it is "registered exclusively to Intercom's WhatsApp Business Account (WABA)" and that all message charges go through Intercom's credit line. You cannot add your own payment method while the number stays connected.
Meta allows one active registration per phone number, so the same number cannot run in Intercom and in a second WhatsApp tool at once. Moving bulk sends elsewhere means a second business number, not a settings change.
Intercom also requires the WhatsApp Business Account to be in USD, and Meta never lets an account change currency once it is created. For a US company that is usually automatic. For a US company with a WhatsApp account first set up by a European or Latin American office, it means a new account and a number migration.

Which Intercom teams feel the Bulk WhatsApp Sent bill
Support teams that mostly answer customers rarely do, because those conversations cost nothing beyond seats. The bill shows up when a team starts using Outbound as a notification engine.
Incident and outage notices
A SaaS company that warns 8,000 affected accounts about an outage and sends an all-clear later uses 16,000 messages in a day. In Intercom that is about $1,238.
Renewal and billing reminders
A subscription business with 4,000 renewals a month that sends a 7-day and a 1-day reminder uses 8,000 messages, roughly $671 a month as Bulk WhatsApp Sent.
Order and delivery updates
A store that sends shipped and delivered notices for 2,500 orders uses 5,000 messages, $440 a month in Intercom against $116 on a flat plan with Meta's fee.
Intercom WhatsApp for US customers in 2026
Meta has not delivered marketing templates to US phone numbers since April 1, 2025. Intercom's own outbound article says it directly: "Marketing messages to US numbers are blocked." An Outbound promotion to a +1 number fails with error 131049. A US program in Intercom is built from utility templates, authentication codes and replies inside the 24-hour window.
Since October 1, 2026, Meta bills non-template service replies after the first 1,000 per business number each month, at the utility rate. Intercom's usage article still lists Inbox replies as free, so check the first invoice after October to see whether Intercom absorbs that fee or passes it on. Intercom WhatsApp vs a dedicated WhatsApp campaign tool

How much does Intercom charge for WhatsApp?
Intercom bills outbound WhatsApp as Bulk WhatsApp Sent on a tiered scale: $0.10 per message for the first 500 a month, falling in steps to $0.07 per message above 10,000. Inbound conversations and replies sent from the Inbox carry no Intercom usage charge. Seats are extra, from $29 to $139 per seat a month.
Is WhatsApp free on Intercom?
Partly. Intercom lists inbound WhatsApp conversations, inbound and outbound messages from the Inbox, WhatsApp in Workflows and Messenger-to-WhatsApp handoffs as free of usage charges. Anything sent from Outbound or a Series is billed per message. You still need a paid Essential, Advanced or Expert seat to use the channel.
Which Intercom plan includes WhatsApp?
Intercom's help center calls WhatsApp a paid channel on the Essential, Advanced and Expert plans. Intercom's pricing page lists those at $39, $99 and $139 per seat a month billed monthly, or $29, $85 and $132 billed annually. Proactive Support Plus is not required for WhatsApp.
What does it cost to send 10,000 WhatsApp messages from Intercom?

Can I use my existing WhatsApp number with Intercom and another tool?
Not the same number at the same time. Intercom's help center says a connected number is registered exclusively to Intercom's WhatsApp Business Account and billed through Intercom's credit line, and Meta allows one active registration per number. Teams that also want flat-priced bulk sends use a second number.
Why does Intercom require a USD WhatsApp Business Account?
Intercom requires every connected WhatsApp Business Account to be set to USD for its integration. Meta does not allow the currency of an account to change after creation, so a non-USD account means creating a new USD account and migrating the number. US companies usually meet this by default.
Can Intercom send WhatsApp marketing messages to US numbers?
Not in a way that delivers. Meta has not delivered marketing templates to US phone numbers since April 1, 2025, and those sends fail with error 131049 on every platform. A US Intercom program runs on utility templates such as order, account and appointment updates, plus replies inside the 24-hour window.
