Intercom vs Zendesk for WhatsApp Pricing and Bulk Sending

Intercom bills outbound WhatsApp at $0.10 to $0.07 per message but charges nothing for inbound or Inbox replies. Zendesk meters active users and notifications instead. Here is what each costs a five agent US support team.

The short answer: pick Intercom if WhatsApp is mainly a support channel where customers message you first, because Intercom charges nothing extra for inbound conversations or replies from its Inbox. Pick Zendesk Suite Professional if you also need to send notices at volume and have a developer or admin to run it, because Zendesk's per notification overage is a fraction of Intercom's $0.07 to $0.10 per outbound message. If bulk notices are the bigger job, neither help desk is the cheap place to send them.

Both are serious US help desks, and both put WhatsApp in the same agent workspace as email and chat. They differ in two places that decide the bill: who owns the WhatsApp account, and how outbound messages are priced. Everything below comes from Intercom's and Zendesk's own pricing pages and help documentation.

How much does Intercom charge for WhatsApp?

Intercom charges seats plus a per message fee on outbound only. Its usage article lists inbound WhatsApp conversations, inbound and outbound messages from the Inbox, WhatsApp in Workflows and Messenger-to-WhatsApp handoffs as free of usage charges. Messages sent from Outbound or as steps in a Series are billed as Bulk WhatsApp Sent.

The Bulk WhatsApp Sent tiers are graduated: $0.10 each for the first 500 a month, $0.095 up to 1,000, $0.09 up to 2,500, $0.085 up to 4,000, $0.08 up to 5,500, $0.0775 up to 7,000, $0.075 up to 8,500, $0.0725 up to 10,000 and $0.07 beyond that. Two account rules come with it. Intercom's setup article says a connected number is "registered exclusively to Intercom's WhatsApp Business Account" and billed through Intercom's credit line, with no option to add your own payment method. And Intercom requires the WhatsApp Business Account to be set to USD, which Meta never lets you change after creation.

How much does Zendesk charge for WhatsApp?

Zendesk charges seats, then meters the messaging platform rather than each WhatsApp message. Its pricing page lists, for the plans that include the Sunshine Conversations messaging platform, 1,000 monthly active users and 1,000 notifications a month. Extra users cost $50 per 2,500 and extra notifications $50 per 25,000, and Zendesk says overages follow a "True Forward" model.

Zendesk defines a monthly active user as any end user "engaged in any number of sent or received messages or events" in the month. So a broadcast to 10,000 different customers can push your active user count up as well as your notification count, and the active user meter is the more expensive of the two. A notification is any attempted or sent message through the Sunshine Conversations Notification API.

Meta's own fee sits outside Zendesk. Zendesk's documentation says you host and own your WhatsApp Business Account through your own Meta Business Manager, so Meta bills you directly, $0.0034 per US utility template. Which is cheaper for WhatsApp, Intercom or Zendesk?

For a pure support desk, the seat price decides it and Intercom's lower seats usually win. For outbound volume, Zendesk wins clearly. Here is a five agent US team at three levels of monthly outbound utility messages, annual billing, Intercom Advanced against Zendesk Suite Professional, assuming every outbound recipient is a separate customer.

Two caveats keep this honest. Intercom bills Meta's share through its own credit line and lists no separate Meta line, so its column is treated as all-in. Zendesk's active user meter also counts customers who only chat with support, so a busy inbox eats into the 1,000 before any broadcast. If your team already has 1,000 active chatters a month, add the broadcast audience on top.

Under about 2,500 outbound messages the two land within about $30 of each other. Above that, Intercom's per message model costs roughly $400 to $1,100 more a month at these volumes.

Can Zendesk send bulk WhatsApp messages?

Yes, but not from a built-in campaign screen. Zendesk's WhatsApp channel setup in Admin Center configures the channel; it does not send broadcasts. Bulk sends go through one of two routes. The first is Relay, a Zendesk Labs app on the Zendesk Marketplace announced in 2024 for bulk WhatsApp and SMS. Its listing requires an admin on Suite Professional or higher with custom objects turned on, and it builds audiences from Zendesk search.

The second is the Sunshine Conversations Notification API, which sends an approved template to a phone number from your own code. That is a developer task, and every send counts as a notification.

Intercom is simpler here. Outbound lets a support manager build a one-off or recurring WhatsApp message to a segment without code, and a Series can add WhatsApp as one step in a multi-step journey. You pay for that convenience per message.

Does Intercom or Zendesk work better for US WhatsApp support?

Both run the same Meta rules, so the US limits are identical. Meta has not delivered marketing templates to US phone numbers since April 1, 2025, and those sends fail with error 131049 from either help desk. A US program on either platform runs on utility templates, authentication codes and replies inside the 24-hour window. Zendesk's documentation states it plainly: "agents cannot respond more than 24 hours after the last end-user response."

The October 1, 2026 change also lands on both. Meta now bills non-template service replies after the first 1,000 per business number each month, at the utility rate. On Zendesk that appears on your own Meta invoice. On Intercom, whose usage article still lists Inbox replies as free, check the first invoice after October to see whether Intercom absorbs it.

Where they differ is ownership. Zendesk leaves the WhatsApp account in your Meta Business Manager, so you can move the number to another provider later. Intercom registers the number to its own account while connected, which is simpler to set up and slower to leave.

Which should a US support team choose?

  • Choose Intercom if WhatsApp is mostly inbound support, you send fewer than about 2,500 outbound messages a month, and you want Fin and no-code Outbound without a developer.
  • Choose Zendesk Suite Professional if you already run Zendesk, you want the WhatsApp account in your own Meta Business Manager, and someone can run Relay or the Notification API for outbound.
  • Use either with a separate campaign tool if outbound reminders, renewals or order updates are the bigger job. Both help desks are built to answer customers, not to run high volume notice programs.

Whichever help desk you choose, the agents still need a clear way to hand off the conversations that turn into refunds, account changes or billing work. Teams that formalize that layer often document their back-office support operations separately from the front-line inbox, so a WhatsApp chat that needs finance or onboarding work does not stall in a queue.

How do I send bulk WhatsApp messages without paying help desk rates?

Keep your support number in Intercom or Zendesk and send bulk notices from a second number on a flat plan. With Intercom this is not optional: the connected number belongs to Intercom's account, so a second tool needs its own number. Can I move my WhatsApp number from Intercom to Zendesk?

Yes, by disconnecting it from Intercom first. While connected, the number is registered to Intercom's WhatsApp Business Account, and Meta allows one active registration per number. After disconnecting, you register it under your own account in Meta Business Manager and connect it to Zendesk. Past conversations stay in Intercom.

Do I need Zendesk Suite Professional for WhatsApp?
