The best WhatsApp CRM for most small US teams is Zoho CRM: WhatsApp works on every paid edition from $14 per user a month, with no WhatsApp fee of its own beyond the message charges Meta sets. Pipedrive is the pick for sales teams already living in it, once its beta reaches your account. HubSpot is the strongest all-in-one, and the most expensive past 1,000 messages a month.
Meta's per message fee is the same behind every CRM, $0.0034 for a US utility template. So the real differences are the seat price, the plan you must be on, any message cap, and whether the CRM can send to a list at all or only one chat at a time.

What a CRM with WhatsApp costs a 5 person US team
Take a 5 seat team sending 5,000 US utility messages a month: appointment confirmations, renewal notices, order updates. Meta's fee is $17 on every CRM. What changes is everything around it.
Zoho CRM Standard comes in around $87 a month. respond.io Starter, which covers 5 users in its base price, is about $96. Kommo Advanced is $192, but you hand over $1,050 for the first six months on day one. Pipedrive Growth lands at $212.
HubSpot is the outlier. Five Service Hub Professional seats cost $450, the 4,000 messages above the allowance add four limit packs at $280, and the total is about $747 a month before the $1,500 onboarding fee. HubSpot is still the right buy for some teams. Just not because of its WhatsApp price.

How to choose a CRM for WhatsApp before you sign
Demos all look the same: a chat appears on a contact record. These six checks are where the vendors actually differ.
Official API, not a QR bridge
Tools that link your number by scanning a QR code automate a consumer WhatsApp session, which breaks WhatsApp's terms and gets numbers banned. All six CRMs here use Meta's official platform. Ask any add-on vendor the same question.
Markup or cap on messages
Meta's fee is identical everywhere. HubSpot adds $70 per 1,000 above its allowance. Zoho, Pipedrive, Kommo and respond.io publish no WhatsApp charge of their own. That single line decides the bill once you pass a few thousand messages.
Sending to a list, not one chat
One-to-one chat is table stakes. Sending one approved template to 3,000 people is not: Kommo locks broadcasting to Advanced, HubSpot routes it through workflows inside the cap, and Pipedrive's beta is built around individual conversations.
Numbers per user and per account
Pipedrive lets each user hold one number at a time. Kommo Base gives one number plus one per extra user. HubSpot allows up to 25 per WhatsApp Business Account but shares one allowance across all of them.
Contract term and onboarding
Kommo has no monthly option, so you prepay six months. HubSpot Professional carries a required onboarding fee of $1,500 to $3,000. Zoho and Pipedrive bill monthly if you accept a higher seat price.
Keeping your current number
Coexistence lets one number run in the WhatsApp Business app and the platform at once. HubSpot and Kommo support it, and Pipedrive imports 180 days of text history on a coexistence number. HubSpot does not import old chats.
What any WhatsApp CRM can send to US customers
Meta has not delivered marketing templates to US phone numbers since April 1, 2025. A promotional template sent to a +1 number fails with error 131049, and no CRM changes that. Kommo's own help center says marketing templates "are currently paused for all U.S. (+1) numbers."
So a US WhatsApp program in any CRM is built from utility templates (reminders, renewals, order and account updates), authentication codes, and replies inside the 24-hour customer service window. Since October 1, 2026, Meta bills service replies beyond 1,000 per business number a month at the utility rate.
