Zoho vs HubSpot for WhatsApp: Which CRM Should You Actually Pick?
Zoho and HubSpot both run WhatsApp on Meta's official Cloud API, but they gate it differently and neither one broadcasts to a list. Here is the honest side by side, including where each one wins and where you need a separate sending tool.
Short answer: pick Zoho if you want WhatsApp in the CRM without a premium tier, since its WhatsApp integration works in every paid edition. Pick HubSpot if you already run Marketing Hub or Service Hub at Professional or Enterprise, where WhatsApp is gated but 1,000 template messages a month are included. Neither CRM broadcasts to a list.
That last line is the one people find out too late. Both products are good at conversations tied to a record. Neither is built to fire one approved template at 8,000 contacts and hand you delivery and read stats.
Are Zoho and HubSpot both official WhatsApp partners?
Yes, and this matters more than any feature bullet. Zoho is a genuine WhatsApp Business Service Provider partnered with Meta, and its WhatsApp channel runs on Meta's official Cloud API. HubSpot has a native WhatsApp channel that runs on the same Cloud API. Neither is a browser hack or a phone farm, so neither carries the ban risk that unofficial tools do.
The practical consequence is that Meta's rules apply identically in both. Only an approved template can start a conversation. Once the customer replies, you get a 24 hour window in which free form messages are allowed. When that window closes, you are back to templates. No CRM can sell you a way around that.
You also bring your own WhatsApp Business Account and number in both cases. Zoho does not supply the number, and registering any number to the WhatsApp Business Platform permanently removes it from the consumer WhatsApp and WhatsApp Business apps. Pick a number nobody on the team is currently chatting from.

What Zoho actually gives you
Zoho spreads WhatsApp across several products, and knowing which one does what saves you a wasted month.
- Zoho CRM. Conversations attach to leads, contacts, and deals. You send approved templates, and workflows can trigger messages. Zoho is explicit that you cannot open a casual one to one chat out of nowhere, only send an approved template. There is no bulk broadcast feature here.
- Zoho Desk. WhatsApp as a support channel, with incoming messages turning into tickets. Mass action handles up to 50 contacts at a time, and bulk action covers more than 50.
- Zoho SalesIQ. Primarily a website live chat product, so it wants a valid website URL. It does offer broadcast messaging via WhatsApp with a pre approved template, capped by your credit balance.
- Zoho Marketing Automation. The closest thing Zoho has to a real campaign tool. You can run WhatsApp campaigns against a list, a segment, tags, or custom criteria.

What HubSpot actually gives you
HubSpot's version is simpler to describe and harder to buy. The WhatsApp channel is native, it drops into the shared inbox alongside email and live chat, and conversations land on the contact timeline. It requires Marketing Hub or Service Hub at Professional or Enterprise. On Sales Hub alone, or on a Starter plan, WhatsApp is not available at any price.
In exchange, HubSpot bundles 1,000 template messages per month, shared across the whole account rather than per seat. For a support team answering inbound, that goes a long way, because replies inside an open 24 hour window are not template messages. For outbound at scale, 1,000 shared templates disappears fast.

How does WhatsApp billing work in 2026?
Since July 1, 2025, Meta bills per delivered template message, priced by template category and recipient country. The older conversation based model, where you paid for a 24 hour window, is deprecated. If a comparison article still describes 24 hour conversation pricing as current, it is out of date. Meta does not publish USD rates in its developer docs, so anyone quoting you an exact cent figure per US message is guessing.
What is free is worth knowing. Non template messages inside an open customer service window cost nothing. Utility templates delivered inside that open window are free. And if the chat started from a Click to WhatsApp ad or a Page call to action, everything is free for 72 hours.
The layer on top differs. Zoho sells IM credits at 2 US dollars each plus a 3 percent value added fee, with Meta's charges passed through. HubSpot includes 1,000 template messages a month, and we are not going to invent a dollar figure for what happens beyond that. Ask them.
The US marketing block hits both equally
Since April 1, 2025, Meta does not deliver marketing category templates to US phone numbers. They fail with error 131049. As of July 2026 there is no announced resume date.
This is not a Zoho problem or a HubSpot problem. It is a Meta platform rule, and it applies identically to both, to every other Cloud API tool, and to us. Any vendor using it as a weapon against a competitor is misleading you.
What still reaches US numbers: utility templates (order updates, appointment reminders, delivery notices, account alerts), authentication templates, and any free form reply sent inside an open 24 hour window. Plenty of US programs run happily inside those categories. What you cannot do, in any tool, is blast a US list with a promotional template.
When neither CRM is the right tool
Be honest about the job. If the job is a rep or an agent replying to a named human whose history you want on the timeline, a CRM is exactly right, and you should pick on the tier and pricing differences above.
If the job is sending one approved template to a whole audience and then seeing delivery and read rates per contact, neither Zoho CRM nor HubSpot is built for that. Zoho Marketing Automation gets closest inside the Zoho world. Outside it, a dedicated WhatsApp bulk sender is the better fit, because the send, the throttling, the template management, and the per message analytics are the whole product rather than a side channel.
Most teams we talk to end up running both: the CRM stays the record of truth for the relationship, and a campaign tool does the send. That split also keeps the back office of running support conversations at scale sane, because the people answering replies are not the same people scheduling the outbound. Buy Zoho if you are cost sensitive, if you are not already on a premium tier anywhere, or if you are a Zoho shop that can add Marketing Automation for the campaign side. WhatsApp being available across all paid CRM editions is a genuine and underrated advantage.
Buy HubSpot if you already pay for Marketing Hub or Service Hub Professional or Enterprise. The 1,000 included template messages and the shared inbox make it the smoother experience, and the tier gate stops mattering once you are past it. In both cases, decide separately how you will send at volume, because the CRM will not do it for you.
