Meta's Groups API lets a business create and message real WhatsApp groups from the Cloud API. It is also capped at 8 participants, billed per person, and gated behind the verified badge. Here is what it can and cannot do, from Meta's own documentation.

What is the WhatsApp Groups API?
The Groups API is the part of the WhatsApp Business Platform that lets a business create a real WhatsApp group, share an invite link, and send and receive messages inside that group from the Cloud API. Until it shipped, a business number on the API could only hold one to one conversations. Sending to a group is a small change to a call you already make: you set recipient_type to group and put a group ID in the to field instead of a phone number.
That description is where most coverage of this feature stops, and it is why so many people arrive expecting something the API does not do. A consumer WhatsApp group holds over a thousand people. A Groups API group holds eight, and one of those eight is you. The feature was built for small shared conversations, a delivery crew and a customer, a family and a case worker, a handful of buyers on one transaction. It was not built to put a mailing list in a room.
The short version
The Groups API gives you group conversations, not group economics. Meta charges you once per participant who receives a billable message, so a template sent into a full group costs exactly what it would cost sent to those same seven people individually. Combined with the 8 person cap and the invite-only join model, there is no configuration in which groups make a campaign cheaper or easier to run. Where they genuinely help is the opposite case: a long-running shared thread with a few people who need to see each other's replies.
WhatsApp Groups API limits
These are the numbers Meta publishes in its Groups API documentation. They are worth reading before you design anything around groups, because two of them tend to end the design conversation on their own.

Can I use the WhatsApp Groups API to send bulk messages?
Not in any way that helps. With 7 customer slots per group you would need roughly 143 groups to reach 1,000 people, every one of them joined by invite link, and the billing is per participant so there is no volume saving. For one to many sending, template broadcasts over the Cloud API remain the mechanism. Groups are for small shared conversations, not campaigns.
It is worth walking through why, because the idea is intuitive enough that people keep proposing it. Suppose you have 5,000 customers. That is 715 groups. Each group needs a person to click an invite link and accept, so you are running an opt-in campaign 5,000 times over before a single group message goes out. You then maintain 715 threads whose membership drifts as people leave. And at the end of it, a marketing template delivered into those groups is billed 5,000 times, exactly as it would have been through a normal broadcast.
The comparison below is the honest one. It is not that groups are bad, it is that they answer a different question.

How is a WhatsApp group message billed?
Per participant, not per message. Meta's groups pricing documentation states that you are charged each time a billable message is delivered to someone in the group, and gives the example of a billable marketing template sent to a 5 person group producing 5 charges. Sending one template to a full group of 7 customers costs the same as sending it to those 7 customers individually.
Meta prices groups through three categories that mirror the one to one ones. The interesting row is the last, and it is the one genuine economic advantage groups have.

One member's reply opens the window for everyone
This is the part worth knowing. In a one to one chat, a customer messaging you opens a customer service window with that customer. In a group, Meta's pricing documentation describes the window as opening between you and the entire group as soon as one WhatsApp user in the group messages you. While that window is open, utility and marketing messages to every member are free. So in an active group of seven, a single reply from one person can carry free sends to the other six. It is a narrow advantage and it depends entirely on the group actually being talkative, but it is real and almost nobody writes about it.
Who is eligible for the WhatsApp Groups API?
Meta states the Groups API is open to all businesses with an Official Business Account, and that groups are not available for WhatsApp Business app phone numbers or Multi-solution Conversations accounts. Official Business Account is Meta's term for a display name that has been granted the verified badge, so in practice this is the same gate as the green tick and most businesses have not passed it.
It is worth being precise here, because two different wrong versions circulate. Some third-party guides claim you need 100,000 conversations in 24 hours to unlock groups. That threshold does not appear in Meta's documentation and you should not plan around it. Other guides swing the other way and describe eligibility as simple, on the grounds that Meta names no volume requirement. That is also misleading. There is no volume requirement, but Official Business Account status is not something you switch on. It is granted by Meta on the strength of how well known the brand is, it is separate from business verification, and plenty of legitimate companies apply and are turned down.
The practical reading: if your number already carries the verified badge, groups are available to you now. If it does not, the Groups API is not a feature you can adopt this quarter, and the work in front of you is the badge application rather than the group integration. How do customers join a business WhatsApp group?
By invite link only. The business calls the Create Group endpoint with a subject and an optional description, and a webhook returns an invite link to share. Meta describes groups as invite only, meaning potential participants are ultimately in control of whether they join. You cannot add a customer's number to a group without them accepting. Practically, that means every group needs its own small acquisition step, and the link has to reach the customer through a channel you already have, which for most businesses is the existing one to one WhatsApp thread.
What the Groups API does not support
Meta publishes an explicit list of things that work in a one to one conversation and do not work in a group. Read it before you assume a flow will port across, because one of these exclusions quietly breaks most conversational designs.

Can group participants see each other's phone numbers?
Treat it as yes. Meta lists admin hiding of the group participant list as unavailable, so a business cannot suppress it. Putting 7 customers into a shared room means those customers are visible to one another, which is a real consideration for anyone messaging patients, applicants, or clients who would not expect their number shared with strangers. For a contractor coordinating one job across a homeowner and two trades, that visibility is the point. For a clinic, it is a disclosure problem, and the answer is one to one threads rather than a group.
Can US businesses use the WhatsApp Groups API?
Yes for service and utility traffic, with the same marketing caveat as everywhere else on the platform. Meta paused delivery of marketing category templates to US phone numbers on April 1, 2025 and that pause still stands, so group_marketing is not a category US-to-US senders can use. Non-template group conversations and utility templates are unaffected.
For a US company this narrows the useful shape of groups considerably, and in a way that is actually clarifying. The free group_service category and utility templates both work against US numbers, so the fits are operational: a project thread, a service appointment involving several people, a claim being worked by an adjuster and two parties. Anything promotional aimed at US customers runs into the same wall it does in one to one messaging, and returns error 131049. One consequence of that October change is worth flagging now. Service conversations have been free since November 2024, and group_service messages are free today. Meta has said service messages become chargeable from October 1, 2026 but as of September 2, 2026 has still not published the per market rates, having missed its own September 1 deadline to do so. Whether and how that repricing lands on group_service is not something Meta has documented, so if free non-template group messaging is load bearing in your plan, treat it as provisional. When the Groups API is genuinely the right tool
Multi-party jobs
A homeowner, a project manager and two subcontractors on one renovation. Everyone needs the same photo and the same schedule change, and everyone benefits from seeing the replies.
High-value transactions
A closing with a buyer, an agent and a title officer. Small, finite, and worth the setup because the coordination cost of separate threads is higher than the group.
Escalated support
A customer, their colleague, and your specialist in one room for the duration of an incident. The group-wide service window means the back and forth costs nothing.
The pattern across all three is the same: a small number of people with a shared stake in one thing, for a bounded period. If you find yourself wanting a group because you have a lot of customers, that is the signal you want broadcasting instead. If you want one because two people keep getting different answers from your team, that is the signal groups were built for.

How many people can be in a WhatsApp group with the API?
Meta's Groups API documentation lists a maximum of 8 group participants. The business phone number that creates the group counts as one of those participants, so a group tops out at 7 customers plus you. This is far smaller than a consumer WhatsApp group, and it is the single fact that decides whether the Groups API fits your use case.
Are WhatsApp group messages free?
Non-template group messages are free. Meta's groups pricing uses three categories: group_service covers non-template messages and is always free, while group_marketing and group_utility are billable. Utility and marketing also become free inside a customer service window, and in groups that window is opened for the entire group as soon as any one member messages you.
How many WhatsApp groups can one business number create?
Meta documents a maximum of 10,000 groups per business number, and a maximum of 1 Cloud API business per group. At 7 customer slots per group that is a theoretical ceiling of 70,000 people reachable through groups on a single number, before you account for the fact that every one of them has to accept an invite link first.
What message types does the WhatsApp Groups API not support?
Meta lists calling, disappearing messages, view once messages, interactive messages and commerce messages as unsupported in groups. You also cannot edit or delete messages, and hiding the participant list is unavailable. The interactive message exclusion matters most, because it rules out the reply buttons and list menus that drive response rates in one to one chats.
How do I send a message to a WhatsApp group with the API?
You use the same Messages endpoint as a normal send, with two changes. Set recipient_type to group, and put the group ID returned by the Groups API in the to field instead of a phone number. Is the WhatsApp group API free to use?
There is no separate access fee for the Groups API. What you pay is the ordinary per message rate, applied per participant, for anything in the group_utility or group_marketing categories. Non-template group messages carry no charge at all. So the API itself costs nothing, and your bill is driven entirely by how many billable templates you push into how many occupied seats.
Can I create a WhatsApp group with the API automatically?
Yes. The Create Group endpoint takes a subject and an optional description, and a webhook returns the invite link once the group exists. Creation is fully programmatic, so spinning up a group per order or per case is straightforward. Filling it is not, because each participant has to accept the invite link themselves before they are in.
Does the Groups API work with the WhatsApp Business app?
No. Meta states that groups are not available for WhatsApp Business app phone numbers, and also excludes Multi-solution Conversations accounts. The Groups API is a Cloud API feature on an Official Business Account. If you are running the free Business app, group messaging through the API is not something you can enable without moving to the platform first.
