WhatsApp Advertising: Marketing Messages, Promotional Messages and Click to WhatsApp Ads in the US
There are four separate ways to advertise on WhatsApp, and only one of them is restricted in the United States. Marketing category templates have not delivered to US phone numbers since April 1, 2025. Status ads, Promoted Channels and click to WhatsApp ads all still reach US audiences.

Will it deliver to a US number?

The four things people mean by WhatsApp advertising
Most guides blur these together and then quote a single price, which is why the numbers never match anyone's invoice. They are four different products with four different buying motions. Two are bought in Meta Ads Manager against an auction. Two are messages billed per send.
Status ads in the Updates tab
Full screen placements between Status posts, the WhatsApp equivalent of an Instagram Stories ad. Meta finished rolling these out globally across late 2025 and 2026. Meta's own framing is that you will "find a new business and easily start a conversation with them about a product or service they are promoting in Status".
Bought in Ads Manager. Billed by auction, not per message.
Promoted Channels
Paid visibility inside the Channel directory, so people browsing for something to follow see yours first. Meta describes it as helping people "discover new channels that might be interesting to you when you are looking through the directory". Useful if you publish regularly and want subscribers rather than one off clicks.
Bought in Ads Manager. Builds an audience you can broadcast to for free.
Click to WhatsApp ads
A normal Facebook or Instagram ad whose button opens a WhatsApp chat with a prefilled message instead of loading a landing page. This is the oldest and, for US advertisers, still the most reliable format, because the customer sends the first message and no template is involved.

Marketing template messages
Pre approved promotional templates sent to people who already gave you their number and opted in. This is the format most vendors call "WhatsApp marketing", and it is the one US businesses cannot use against US phone numbers right now.
Billed per delivered message. Paused for US recipients.
What actually delivers to a US phone number
On April 1, 2025 Meta paused delivery of marketing category templates to recipients with US phone numbers. Twilio told its customers plainly: "Starting April 1, 2025, Meta will block all WhatsApp marketing messages sent to U.S. phone numbers (+1 area code)." As of August 2026 the pause is still in force and Meta has not announced an end date.
The detail that costs people weeks is that this is a delivery block, not an approval block. Your marketing template can be reviewed and approved by Meta, appear as APPROVED in your template list, and still never land on a US handset. Meta returns error 131049 and Twilio reports the same failure under its own code 63049.

Per message rates are Twilio's published US list prices, not Meta's. Meta does not publish US dollar per message rates in its developer documentation, so treat any page that attributes a US cent figure to Meta with suspicion. The US playbook that still works
Losing outbound promotion sounds fatal until you look at what it forces. The businesses getting real results from WhatsApp in the US stopped treating it as a broadcast channel and started treating it as a conversation channel that ads feed.
Buy the first message
Run click to WhatsApp ads, and Status ads where the placement is available to you. Both put the customer in the position of sending the first message, which is exactly what the template pause cannot touch. Every tap that turns into a chat opens a 72 hour window you can work in for free.
Earn the reason to message again
Utility templates deliver to US numbers without restriction, and they are the ones people actually want: order confirmations, shipping updates, appointment reminders, renewal notices. Each one legitimately reopens a conversation. A utility template that gets a reply is worth more than a promotion that gets ignored.
Keep the promotion for the channels that allow it

One date to plan around
Free replies inside an open 24 hour window are the backbone of the US playbook above, and their economics change on October 1, 2026. From that date any non template reply inside an open window becomes chargeable at the utility rate, whether a person or your own automation sends it, and there is no free volume tier. Meta committed to publishing final service message rates on September 1, 2026. Most competing pages still describe these replies as permanently free. How much does WhatsApp advertising cost?
There is no single number, because two of the four formats are auctions and two are per message. Status ads, Promoted Channels and click to WhatsApp ads cost whatever you win in the Meta auction, exactly like a Facebook or Instagram placement, so your cost per result depends on your targeting, creative and competition rather than on any WhatsApp specific rate.
Template messages are the part with a published price, and it is small. At Twilio's US list price a delivered utility or authentication template is $0.0084: a $0.005 Twilio fee plus a $0.0034 Meta pass through. That is $8.40 per thousand. Twilio also charges $0.001 for a failed message, and there is no monthly platform fee on its WhatsApp product.
For a US business the practical shape of the bill is therefore mostly ad spend plus a small messaging line. Ten thousand order updates a month is about $84 in messaging. The ads that generated those orders will cost many multiples of that.
Be careful with the cost per conversation figures still circulating. WhatsApp moved to per delivered message billing on July 1, 2025, and the older conversation model with its first thousand free is gone. Any calculator still quoting conversation pricing is out of date.
What limits how much you can send
Even where templates deliver, volume is capped. Messaging limits are set per rolling 24 hours at the business portfolio level and shared by every number in that portfolio. The tiers are 250, 2,000, 10,000, 100,000 and unlimited. There is no 1,000 tier, whatever you may have read.
A newly created portfolio starts at 250. Three routes take you to 2,000: verify your business, have your partner verify it, or deliver 2,000 messages outside customer service windows within 30 days. Above 2,000 the increases are automatic but conditional, and the condition catches people out. You need a high quality rating and you must have used at least half your current limit in the last 7 days. Meet both and the limit rises one level within about six hours.
Throughput is separate from volume. Meta documents up to 80 messages per second by default, with a brake of one message every six seconds to the same user. The messaging limits calculator works out how long a given send will take at your tier.
Consent is the other ceiling. You need the recipient to have given you the number and to have given permission to be messaged. Since November 2024 that opt in no longer has to be WhatsApp specific, but the wording still has to say they are opting in to messages and name your business. Note also that whether the TCPA reaches over the top apps like WhatsApp is not settled in US law, and registering a 10DLC campaign does not make you TCPA compliant. Questions people ask about advertising on WhatsApp
Can you advertise on WhatsApp?
Yes, in four distinct ways. You can buy Status ads that appear in the Updates tab, pay to promote a Channel in the directory, run click to WhatsApp ads on Facebook and Instagram that open a chat, and send template messages to people who opted in. The four are bought and billed separately. Only the last one is blocked for US phone numbers.
What is the difference between WhatsApp ads and WhatsApp marketing messages?
An ad is a paid placement shown to people who have never contacted you, bought through Meta Ads Manager and billed by impression or click. A marketing message is a pre approved template sent into the inbox of someone who already gave you their number and opted in, billed per delivered message. Ads buy you the first conversation. Templates let you start the next one.
Why are my WhatsApp marketing messages not delivering in the US?
Because Meta paused delivery of marketing category templates to US phone numbers on April 1, 2025, and the pause was still in force in August 2026. The template can pass review and still fail at send time. Meta returns error 131049 and Twilio surfaces the same failure as 63049. Note that 131049 has a second, unrelated cause: a per user cap on how many marketing templates one person receives. If you hit that one, Meta's guidance is to wait at least 24 hours before resending.
Do click to WhatsApp ads still work for US businesses?
Yes. They are unaffected by the template pause because the customer starts the conversation. When someone taps the ad and messages you, that opens a free entry point window of 72 hours in which you can reply without a template charge. For US audiences this is the most direct route to a WhatsApp conversation that Meta still fully supports.
Are WhatsApp Status ads available in the United States?
Status ads and Promoted Channels finished a global rollout running from late 2025 into 2026, with some EU markets phased in later for regulatory review. Availability is controlled in Meta Ads Manager rather than announced country by country, so the reliable check is to open Ads Manager and see whether the Updates tab placement can be selected for your account and objective.
Does WhatsApp read my messages to target ads?
Meta states that personal messages, calls and groups are not used to determine the ads shown, and that ads appear "only on the Updates tab, away from your personal chats". Its published targeting inputs are limited information such as country or city, language, which Channels someone follows, and how they interact with ads. Meta also states it will never sell or share a phone number to advertisers.
Is WhatsApp advertising worth it compared to SMS?
For US outbound promotion, SMS is currently the more capable channel, because marketing templates do not deliver to US numbers while SMS promotional traffic does once you register a 10DLC campaign. WhatsApp wins on the conversation itself: rich media, buttons, threaded history and no per segment billing. A delivered US text lands near $0.012 once carrier surcharges are added, against $0.0084 for a US utility WhatsApp template.
Can I just send promotions to a list I bought?
No, and not only because of the US pause. WhatsApp's terms prohibit bulk messaging and auto messaging, and sending to people who never gave you their number is the fastest way to collect blocks, drop your quality rating and lose your messaging tier. Buy the audience with ads instead, which is the sanctioned way to reach people who do not know you.
