Short answer: WhatsApp has more than 3 billion monthly active users worldwide (Meta, 2025), and over 200 million businesses use its Business products. For a US company the operational facts matter more than the headline reach. Since July 1, 2025 Meta bills per delivered template message, not per conversation. Marketing-category templates have not been delivered to United States phone numbers since April 1, 2025. New business accounts can message 250 unique customers per 24 hours, scaling to 2,000, 10,000, 100,000, then unlimited. A registered number sends up to 80 messages per second by default. The 3 billion and 200 million figures are Meta's own public statements. The US user count and ranking are third-party estimates and vary by source, so treat them as directional. We do not publish open-rate or reply-rate statistics, because no credible primary source stands behind the ones that circulate online.

Pricing and billing facts

This is where most published statistics are wrong, because they still describe a model Meta retired. Here is what is true as of July 2026.

The US delivery rules, in numbers

If you are sending to United States phone numbers, one policy overrides everything else. Since April 1, 2025, Meta has not delivered marketing-category template messages to US numbers. On the Cloud API the send fails with error 131049; the equivalent Twilio code is 63049. As of July 2026 Meta has announced no resume date. This is a platform rule, so it applies to every provider equally, including us.

What still reaches a US phone is most of what a business genuinely needs to send: order and shipping updates, appointment reminders, payment and account alerts, one-time passcodes, and every reply inside the 24-hour customer service window that opens the moment a customer messages you first. Utility and authentication templates deliver normally.

There is one compliant path to promote to a US number: the free entry point. When someone taps a click-to-WhatsApp ad or a WhatsApp button on your Facebook Page, a 72-hour window opens in which every message both directions is free, because the customer started the conversation. Messaging limits and throughput

Two separate ceilings govern how much you can send, and they are constantly confused. The messaging limit caps how many unique customers you can start a conversation with in a rolling 24 hours. Throughput caps how fast a number pushes messages out.

Business app versus Business Platform

Two different products share the WhatsApp Business name, and mixing up their statistics is the most common mistake. The WhatsApp Business app is the free mobile app small shops install; it caps broadcast lists at 256 saved contacts and has no public API. The WhatsApp Business Platform, which most people call the WhatsApp Business API, is the programmatic product this page's pricing and limit figures describe.

One hard rule connects them: a phone number can live in only one place. Registering a number to the Business Platform removes it from the WhatsApp and WhatsApp Business consumer apps permanently. Most teams register a spare line for the API and keep their everyday number on a phone.
